気象庁によると、今年は東南アジア周辺の海面水温が高い。そのため暖められた大気が多く上昇して北に流れ、同じ高さで吹く偏西風を北に押す見込みだ。
見込み通りになれば、（１）偏西風がずれた分、チベット高気圧が北東に張り出す（２）高気圧の縁には時計回りの渦ができるため、日本付近の偏西風の流れと打ち消しあう（３）偏西風が弱まり、太平洋高気圧が平年より北に張り出し、列島が広く覆われることになる。
九州から近畿にかけては、特に高気圧の勢力が強まって暑くなる見込み。

ドイツCropEnergies社は2013年7月19日、英国Yarmにあるバイオエタノール生産会社のEnsus社を買収したと発表した。英国北東部に位置するEnsus社は年間40万kLのバイオエタノールと35万tのDDGS（バイオエタノールの副産物として出てくるたんぱく質の豊富な飼料）を生産できる能力をもつヨーロッパ最大のバイオエタノール生産工場のひとつとなっている。さらに、生成される二酸化炭素は隣接する液化プラントで処理され、食品・飲料産業向けに使用されている。Ensus社のバイオエタノールプラントは2010年初めに稼働を開始、およそ100名の従業員が雇用されている。CropEnergies社は5000万ポンドを超える資金を投資してEnsus社の競争力を著しく改善することにしている。
