この現象は「前兆すべり(プレスリップ)」と呼ばれ、大地震の前に地震の原因となる断層がすべり始めるもの。最終的に断層面が強く密着している「固着域」がはがれて強い揺れを起こす。予知連は、大学や研究機関のデータを集約したが、プレスリップは検出できなかったという。

気象庁地震予知情報課の土井恵治課長は「前兆すべりがとらえられなかったことは事実だが、『なかった』と証明されたわけではない。東海地震の予知体制が否定されたわけではなく、今後も見逃さないように観測を続けていく」と話している。
